The Clerk shall keep a record of the costs of operation of the street lighting system, including clerical, administrative and incidental costs, and the portion of property benefitted by the street lighting system, whether or not the property abuts on the street, alley or other public or private area in which the system is located or based upon the benefits received. All such costs shall be collected in the manner provided by this subchapter.
