(A) All driveways. All driveways shall conform to the requirements of the separately published § 1001.14, Subd. 9, regarding access driveways, including, but not limited to, requirements regarding quantity, timing, materials and permits.
(B) Driveways for new construction. All new dwelling units shall provide a driveway access accessible to city inspectors, and emergency services prior to the first inspection done under the building permit issued under this section.
