No license issued herein shall be transferred from one person, firm, or corporation to another, without filing of an application submitted to the Administrator along with payment of a fee of twenty-five dollars ($25). No transfer shall be made or application for transfer acted upon after either the applicant or the license holder has been charged with a violation of this chapter or of a statute relating to alcohol consumption, or of a felony until such time as said charge has been disposed of.
