This code includes various provisions for licensure, approval, investigation, inspection and regulation of businesses and activities. These provisions have been enacted to assist the city in promoting public health, safety and welfare. It is not the intention of the city council that any person shall rely upon the city or its agents in any licensure, approval, investigation, inspection or other regulation. Unless expressly provided otherwise, no provision of this code relieves any person of the responsibility for that person's own protection or the protection of others. Nor shall any provision create any right of action against the city or its agents that would not exist without the provision. Neither the city nor its agents shall have any liability by reason of the enforcement of, or failure to enforce, any provision of this code. (1982 Code § 1.420)
