1-1-4: AMENDMENTS:
   A.   Code Amendments: This code may be amended by subsequent ordinances. Amendments shall be deemed incorporated into this code, and repeals shall take effect, as of the effective date of the amending ordinance. Reference to this code, or any part of it, shall be deemed to include this code as amended. Amendments shall be constructed in accordance with the manifest intent of the city council in their enactment even though the amendments are irregular or deficient for some reason in the manner in which they amend this code.    B.   Transition Provisions:
      1.   Existing Rights And Liabilities: The repeal of any ordinance or portion of it upon the enactment of this code, or of any amendment to it, shall not affect in any manner rights and liabilities existing at that time. Any act done, offense committed, right accruing, or liability, penalty, forfeiture or punishment incurred or assessed prior to the effective date of this code or of any amendment shall not be affected by the enactment of this code or the amendment.       2.   Continuing Of Existing Rates And Requirements: This code provides that the council shall, by resolution, establish various rates, requirements and other matters. Until the city council does so on any subject, the rates, requirements and other matters required to be established by resolution shall remain, insofar as they remain applicable, the same as they existed prior to the enactment of this code.    C.   Form; Codification: Any ordinance amending this code shall set forth the title, chapter and section number of the section or sections to be amended, and this shall constitute sufficient compliance with any statutory requirement pertaining to the amendment or revision by ordinance of any part of this code. All such amendments or revisions by ordinance shall be immediately forwarded to the codifiers, and the said ordinance material shall be prepared for insertion in its proper place in each copy of this code. Each such replacement page shall be properly identified and shall be inserted in each individual copy of the city code. (2005 Code)
