The purpose of this code is to effect a general revision and codification of the ordinances of the city so as to revise and present in an orderly manner the provisions of the ordinances of a general nature of the city, add such provisions as may promote the efficient operation of the city and the public welfare, and eliminate obsolete and unneeded ordinance provisions.
