3-1-5: ISSUANCE:
If the license does not require city council approval, the city clerk shall issue the license upon being satisfied that there is no reason to believe the public health, safety or welfare would be injured by issuance, and that all requirements of law and of this code relating to the license have been met. If the city clerk is not so satisfied, or if council approval is required, the city clerk shall present the application to the city council for action. The city clerk shall thereupon issue the license if approval is granted. (1982 Code § 7.118)
