3-1-3: LICENSE FEES:
   A.   Fee: The application shall be accompanied by payment in full for the license. Unless a specific fee is provided for, the council shall, by resolution, establish the fees to be charged for each kind of license. (1982 Code §§ 7.112, 7.116)
   B.   Pro Rata Fees: Unless otherwise specified by law or in this title, if a portion of the license year has elapsed when an annual license is granted, the fee shall be one-twelfth (1/12) of the annual fee for each month or fraction of a month remaining in the license year. No license fee shall be prorated during the time which a licensee was required to have a license but failed to apply for one. The council may, by resolution, fix a minimum pro rata fee which is required for processing the application. (1982 Code § 7.117)
   C.   Refunds:
      1.   Before Issuance: If an application is rejected, the city treasurer shall refund in full the amount paid, unless the city council, in rejecting the license, orders that the fee be retained from an applicant making a false statement in or concerning the application or from an applicant ineligible to receive a license. (1982 Code § 7.112)
      2.   After Issuance: After issuance, license fees shall not be refunded in whole or in part unless otherwise specified by law or in this title. (1982 Code § 7.122)
