11-1-10: ZONING PERMITS, REGULATIONS AND FEES:
   A.   Permit Required: No building shall be erected or structurally altered, nor shall any building or addition thereto be moved within or into the city until and unless a zoning permit therefor shall have been issued as hereinafter set forth. No permit authorizing the moving of such building or structure may be granted unless the city building inspector and city manager determine that the building or structure is in a state of good condition and repair.
   B.   Application For Permit: Application for a zoning permit shall be made by the owner of the premises on which said building is to be erected, altered or moved, and shall state the legal description of the premises to be improved, the type of construction, the approximate outside dimensions of the building or alteration, the location on the premises including distances from the respective boundaries of the premises, the proposed use of the structure and the name of the person employed to construct or place such improvement on the premises.
   C.   Fees: Such application may be made on blanks furnished by the city clerk, and shall be filed with the city clerk, who shall charge and receive fees for the filing as follows:

   D.   Permit Issuance:
      1.   The city clerk shall present application to the city council for approval of new construction at its next regular meeting, and upon approval by the city council, shall issue the permit for new construction forthwith.
      2.   The city clerk shall present application for modifying the external dimensions of an existing building to the city building inspector and city manager for approval, and upon approval by the city building inspector and city manager, shall issue the permit forthwith.
   E.   Conditions Of Permit: Permits require that construction commence within ninety (90) days of issuance. All permits shall be for the duration of one year from date of issuance. Any moving, remodeling, alteration or reconditioning of any building or structure must be completed within such one year period.
   F.   Penalty: Any violation or failure to comply with any provision hereof is a misdemeanor. Each day that a violation is permitted to exist shall constitute a separate offense. (Ord. 245, 8-7-2001)
