11-1-6: SPECIAL PERMITS:
   A.   Petition: Petitions for special permits to allow the construction or operation of any nonconforming use must be accompanied by the written consent of the owners of at least seventy five percent (75%) of the real property within three hundred feet (300') of the proposed nonconforming use.
   B.   Hearing; Notice: Upon the filing of an application for permit accompanied by such written consent, the city clerk shall fix a date for hearing thereon and shall cause notice thereof to be published in the official paper of the city at least fifteen (15) days before the date of such hearing.
   C.   Recommendation Of Zoning Board Of Appeals: The city clerk shall cause the application and consent to be presented to the board of zoning appeals for recommendation and report to the city council prior to said hearing. (1982 Code § 9.321)
