A mobile home park, recreational camping area or small recreational camping area shall at all times be operated in compliance with all requirements of law, agency regulations and this code. Insofar as they may be made applicable, a small recreational area shall also at all times be operated in compliance with all health, sanitary and safety laws and regulations which apply to recreational areas but would not otherwise apply to small recreational areas, except that no state license and caretaker shall be required.
