If any building or structure, or any part of an addition to any building is placed, erected, repaired or altered contrary to the requirements prescribed in this chapter, and if the owner, after notice, fails to correct the violation, the council upon notice and hearing may cause the building, structure, part or addition to be razed and removed, or the council may cause to be made at the owner's expense such repairs and modifications as will make the building, structure, part or addition to be in compliance with the requirements of this chapter.
