If it appears from the application that the building is to be placed, erected, altered or repaired as required, the city council shall grant the permit. Each permit shall be signed by the mayor and attested to by the city clerk. The permit shall specify the location of the building and the materials of which the outer walls and the roof of the building shall be constructed or the nature of the repairs or alterations.
