The director shall prepare a comprehensive general plan for the emergency management of the city. The director shall present the plan to the city council for its approval. The city council shall adopt or reject the plan by resolution. It may adopt the plan subject to any modifications as it deems fit. When the city council has adopted the plans, all emergency management services of the city shall perform the duties and functions assigned by the plan. The plan may be modified in like manner. The director, as circumstances dictate, shall from time to time submit proposed modifications of the plan to the city council for its consideration. (1982 Code § 2.475)
