The emergency management agency shall be organized into such divisions and bureaus, consistent with state and local emergency plan, as the director deems necessary for the efficient performance of local emergency functions during an emergency. The agency shall perform emergency functions within the city and in addition shall conduct such functions outside the city as may be required by law and by this code. (1982 Code § 2.473)
