2-1-3: MEMBERS OF COMMISSION:
   A.   Terms Of Office:
      1.   Appointed Members: Of the members of the commission first appointed, one shall be appointed for the term of one year, one for the term of two (2) years, one for the term of three (3) years and one for the term of four years. Their successors shall be appointed for terms of four (4) years. Both original and successive appointees shall hold their offices until their successors are appointed and qualified.
      2.   Ex Officio Members: The terms of the city manager and of the city attorney shall correspond to their respective official tenures.
      3.   Council Member: The commission member elected by the city council from its members shall serve at the pleasure of the city council, during the term of office of the member or such lesser period of time as the city council may determine in making the election.
      4.   Oath: Every appointed member shall, before entering upon the discharge of his duties, take an oath that he will faithfully discharge the duties of his office. (1982 Code § 2.454)
   B.   Vacancies: The chairperson of the commission shall notify the city council promptly of any vacancy occurring upon the commission. The city council shall fill any vacancy for the unexpired portion of the original term of the appointment. (1982 Code § 2.460)
   C.   Compensation: Members of the commission shall receive no salaries or fees for their services upon the commission. Members shall be allowed necessary travel and other expenses while on official business for the commission. (1982 Code § 2.462)
   D.   Voting And Other Rights: All members, including the chairperson and the ex officio members, shall be entitled to vote and shall otherwise have the full rights and privileges of a member of the commission. (1982 Code § 2.457)
