8-2-4: UNAUTHORIZED USE OF WATER:

No person other than an authorized city employee shall take water from a fire hydrant, city well, city water tank filling station or any other part of the water system without first obtaining authority to do so from the city manager or water superintendent. (1982 Code § 3.213)
