In addition to being enforceable against the customer in whose name the account is carried, charges for municipal utility services, including regular service charges, connection charges, reconnection charges and all other charges, may be enforced against the owner, lessee or occupant, or any of them, of the property benefited by the service. In addition, the charges shall be a lien on the property benefited by the service. (1982 Code § 3.145)
