A. Issuance Authorized: If the proposed construction complies with all requirements of this code and with all other applicable requirements, the water superintendent shall authorize issuance of the permit.
B. Rejection Of Application: If any applicable requirements are not met, the superintendent shall reject the application and give to the applicant a statement of reasons for the rejection.
C. Approval; Fees: After the application has been approved by the superintendent and the applicant has paid to the city clerk all required fees, the city clerk shall grant the permit.
D. Assessments: No permit shall be issued unless all assessments against the property for water main or sewer construction, or all installments then due, are paid. (1982 Code § 3.163)
