No person other than an authorized city employee or person hired to do so by the city shall do any of the following without first having obtained a permit to do so:
A. Construct or repair a building sewer between the building drain and the sewer main stub;
B. Connect the building sewer with the sewer main stub;
C. Connect any water service line with the city water main; or
D. Otherwise make any connection with or opening into, alter or disturb any part of the city water system, or the city sanitary sewer system, or of the city storm sewer system. (1982 Code § 3.161)
