The city council may, by resolution, require that water and sewer lines be installed from the main to the property line of property to be served before any permanent street surfacing is completed. The city clerk shall give each owner notice to do so within a specified time of the mailing or delivery of the notice. If the owner fails to install the line, the city council may cause the line to be installed and charge the costs against the property as a special assessment in the same manner as for connecting premises to the city water or sanitary sewer lines.
