Whenever, after notice to do so, any owner fails to make connection as required, the city council may cause the connection to be made, including installation of adequate toilet facilities. All costs of connection and installation shall be paid by the owner. If not paid or payment arrangements made within ten (10) days of billing for payment, the costs may be charged against the property as a special assessment. The city council may, by resolution, provide for spreading the assessment over two (2) or more installments at the legal rate of interest. (1982 Code § 3.156)
