Except as allowed in section 8-1-4-2 of this chapter, the owner of any property required to be connected with the city water line or with the city sanitary sewer system shall connect the property: a) within ninety (90) days after service first becomes available to the property; b) within ninety (90) days of the effective date hereof if the requirement did not previously apply but service is presently available; and c) immediately if the requirement previously applied and service is available. The owner shall discontinue at that time the use of any other water supply or means of sewage disposal. (1982 Code § 3.154)
