8-1-4-3: CONNECTION COSTS:
The cost of connection to the city water and sanitary sewer systems, including the cost of any necessary excavations, connections, taps, installation of pipe, appurtenances and street repairs, shall be borne by the owner or other applicant for service. (1982 Code § 3.151)
