When property abuts upon any public street, alley or other place along which water and sewer lines have been constructed and/or is within the city limits, the owner of any dwelling or commercial or industrial establishment on the property shall install suitable facilities therein and connect them with the sanitary sewer and water mains in accordance with the provisions of this title. This shall not, however, prevent the use on the premises of distilled or specially bottled water meeting all requirements of law and of health regulations. (Ord. 261, 3-21-2006)
