In addition to the departments, boards, commissions, agencies and other offices created by charter or in title 2 of this code or other provisions of this code, the city council may create such additional offices and may designate such other employees and agents as may be necessary or helpful to the efficient government of the city and operation and maintenance of the public facilities.
