8-1-3-2: APPLICATION FOR INSTALLATION AND SERVICE:
Applications for water, sewer and other municipal utility services shall be made to the city clerk. When a water service connection has been installed, the application may be made by the owner or the agent of the owner, or by the lessee, occupant or person in charge of the premises. (1982 Code § 3.112)
