All provisions of this code respecting municipal utility service, including amendments which may from time to time be enacted, shall be considered a part of the terms of service for every service customer and for every owner, lessee, occupant and person in charge of the premises served. Every customer served and every owner, lessee, occupant and person in charge of the premises served shall be considered to express consent to and to be bound by all such requirements.
