When a block is of unusual size, when any street does not run in a generally east-west or generally north-south direction, or when for any other reason the usual numbering requirements cannot be followed, the city clerk shall assign block and building numbers in a manner corresponding as nearly as practical to the numbering provided for in this code, or such other numbering as is most practical and convenient.
