For the purpose of assigning building numbers and street directional designations, Oak Street and First Street are hereby designated as base streets. Streets lying south of Oak Street and west of First Street shall not bear any directional designation. Streets running north and south and lying north of Oak Street shall bear the directional designation "North" followed by the street name or number. Streets running east and west and lying east of First Street shall bear the directional designation "East" followed by the street name or number. (1982 Code § 4.112)
