1-6-2: CITY MANAGER 1 :
   A.   Office Created: The office of city manager is hereby created in the city.
   B.   Appointment; Removal: The city manager shall be appointed and removed as provided in the city charter, chapter one, 1.03, section 3. The city manager shall be appointed for an indefinite period of time and shall be paid for his services at such a salary as the city council from time to time may determine.
   C.   Bond: The city manager shall be bonded at city expense, through a position bond (faithful performance) which will indemnify the city in the amount of fifty thousand dollars ($50,000.00).
   D.   Powers And Duties: The city manager shall be the chief administrative officer of the city and shall perform the following duties and as set forth in chapter one, 1.03, section 4 of the city charter:
      1.   Supervision and management of the various subordinate offices, agencies and departments of the city.
      2.   Coordinate the administration of the various divisions and departments of the city.
      3.   Make recommendations to the city council regarding personnel policies, employment and dismissal of subordinate officers and employees.
      4.   Develop and issue all administrative rules, regulations and procedures necessary to ensure the proper functioning of and coordination with all departments. Such rules, regulations and procedures shall be consistent with federal and Minnesota law, city ordinances, and written city council policy. Said rules, regulations and procedures shall be effective upon issuance and shall continue to be in effect until rescinded by the city manager or by express action of the city council.
      5.   Submit to the city council at least thirty (30) days prior to call by the county auditor, a single consolidated budget document which shall include statements relating to projected revenue and proposed sources of revenue, and all proposed expenditures to be made and obligations to be incurred by the city in the forthcoming fiscal year.
      6.   Advise the city council on all matters pertaining to or affecting the operation of the city government and the city proper.
      7.   The city manager shall be responsible for the enforcement of all laws and ordinances within the city, and whenever necessary shall make recommendations for changes, amendments or repeal of existing ordinances.
      8.   The city manager shall be directly responsible to the city council for the faithful and satisfactory performance of the duties of the office; shall attend all council meetings, but shall not vote; and shall attend such committee meetings as the city council may direct.
      9.   The city manager shall be the chief purchasing agent of the city and all city purchases and contracts shall be made or let by the city manager when the amount involved does not exceed two thousand five hundred dollars ($2,500.00). All other purchases shall be made and all other contracts shall be let by the city council after the recommendation of the city manager has first been obtained. All contracts, bonds and instruments of any kind to which the city is a party shall be signed by the mayor and the city manager on behalf of the city. (1982 Code § 2.114)
      10.   In addition to the stated powers and duties, the city manager shall be responsible for the employment and termination of city personnel, other than otherwise provided for by code or charter. Personnel being involuntarily terminated shall follow the grievance procedures in the city personnel policy. (Ord. 195, 6-4-1985)
      11.   Perform such other duties as are required by state law, city ordinance or as the city council shall from time to time direct. (1982 Code § 2.114)
