No driver or owner shall abandon any vehicle upon any street, alley or public property within the city. The leaving of any vehicle not reasonably capable of being driven for transportation, or which cannot be driven without being repaired, upon any street, alley or public property for more than five (5) days is prima facie evidence of a violation of this section.
