The provisions of this title shall not apply to the driver of an authorized emergency vehicle, when responding to an emergency call or when at the scene of a reported emergency. However, the driver shall operate and park the emergency vehicle with due regard for the safety of others and in accordance with state laws applicable to authorized emergency vehicles.
