The head of the police department shall be known as the chief of police. The chief shall be appointed by the city council, receive such compensation as the city council may fix, and serve at the pleasure of the city council subject to supervisory authority of the city manager. The chief shall supervise the operation of the police department and shall have such other powers and duties and keep such records as are prescribed by law, by charter, by this code and as the city council may determine.
