4-7-2: DISTRIBUTION:
   A.   Public Places: No person shall place, deposit or otherwise distribute a handbill into or upon any public place, except by handing or transmitting without charge a noncommercial handbill to a person willing to accept it. (1982 Code § 7.342)
   B.   Vehicles: No person shall place, deposit or otherwise distribute a handbill into or upon any vehicle except by handing or transmitting without charge a noncommercial handbill to an occupant of a vehicle willing to accept it. (1982 Code § 7.343)
   C.   Uninhabited Or Vacant Premises: No person shall place, deposit or otherwise distribute any handbill in or upon any private premises which are temporarily or continuously uninhabited or vacant. (1982 Code § 7.344)
   D.   Posted Premises: No person shall place, deposit or otherwise distribute any handbill in or upon any private premises conspicuously posted near the entrance with a sign stating "No Trespassing", "No Peddlers", "No Advertisements" or any other message indicating that the occupants do not want to be disturbed, to have their privacy disturbed or to have any handbills left. (1982 Code § 7.345)
   E.   Unposted Inhabited Premises: No person shall place, deposit or otherwise distribute any handbill in or upon any inhabited private premises which are not posted as provided in subsection 4-7-3D of this section if requested by any person there not to do so. Otherwise, a handbill shall be distributed at any unposted inhabited premises only by handing or transmitting the handbill to a person then present at the premises or by securely placing the handbill upon the premises so as to prevent it from being blown or carried about or off the premises by the elements. Mailboxes may not be used if to do so would violate federal law or regulations. (1982 Code § 7.346)
