(a) Computation. Except as otherwise provided herein, all water furnished by the system shall be measured by a meter installed and controlled by the City. Metered water charges shall be the sum of a base charge plus a usage charge. For an irrigation meter, see Section 1048.07

(1) Base charge. The base charge shall always be computed based on the basis of meter size to be set by resolution of the City Council and amended from time to time.
(2) Usage charge. The usage charge, which shall be based on water consumption per quarter, shall be in an amount to be set by resolution of the City Council and amended from time to time.

(b) Customers Outside City. Unless otherwise provided by contract, customers outside the City shall pay charges of 150% of the amounts set forth in divisions (a)(1) and (a)(2) of this section.

(c) City Use. The City shall pay for all water used by it or any of its departments at the rates set forth in divisions (a)(1) and (a)(2) of this section.
(d) Fire Protection.
(1) Hydrant rental by person(s) (inside City). For a fire hydrant in the City not located in street right-of-way or on City property, the owner of the property on which it is located shall pay a fee, as set forth in the City’s fee schedule for such fire hydrant unless the water line to such fire hydrant is metered so the property owner or responsible person as approved by the City will be billed for all water drawn from such fire hydrant. In the latter case, the property owner shall pay a fee, as set forth in the City’s fee schedule for such metered fire hydrant.
(2) Fire suppression system (inside City). For each fire suppression system which is connected to the City water system without first passing through a meter, the owner of the property on which it is located shall be charged a fee, as set forth in the City’s fee schedule.
(3) Fire suppression system (outside City). For each fire suppression system outside the City which is connected to the City water supply system; the property owner or governmental unit, as applicable, shall be charged a fee, as set forth in the City’s fee schedule.
(e) Other Uses. For any water furnished otherwise than through meters or as provided herein, Council shall fix a reasonable rate based on the number of connections, factors or any other special consideration. The filling of mobile tanks from fire hydrants, for any purpose, shall be charged a fee, as set forth in the City’s fee schedule.
(f) Connections. No connection shall be made to the City water supply system unless it is first authorized by the proper City authorities and unless the connection and base fees prescribed in this chapter are first paid. If an authorized connection is made, such connection shall be inspected as provided in this chapter and all fees and charges will be at a rate of 200% of all those provided in this chapter.
(g) Deposit. A deposit shall be required of all water system customers who are not property owners at the time the water is ordered turned on. Such deposit, which shall serve as security for the payment of water and sewer charges due the City under this chapter, shall be refunded upon payment of the final bill and shall be as provided for in the City’s fee schedule, as amended from time to time by resolution of Council.
