1048.07 PAYMENT OF CONNECTION FEES PRIOR TO ISSUANCE OF BUILDING PERMITS.
   The following fees shall be paid to the City Treasurer at the time an application is made for, and prior to the issuance of, a building permit for construction on any premises:
   (a)   Water Connections.
      (1)   Service connections. For the installation of service connections from the water main to the property line, the actual cost of labor (or contract labor), materials and equipment shall be charged at their respective standard rates, which rates shall be computed to include overhead, all employee costs and equipment charges as applicable. When a subdivider or land developer installs the service connection, which shall be in accordance with these Codified Ordinances, then an inspection fee shall be charged. If defects require correction, an additional inspection fee shall be charged for each inspection.
      (2)   Water meters. For furnishing and installing a water meter, the full actual costs, plus a fee, shall be charged. An outside remote for reading meters shall be required for all buildings hereafter connected and may be required for other connections at the discretion of the City Manager. For irrigation purposes, a second water meter may be purchased and charged as set forth in the City’s fee schedule, as amended from time to time by resolution of Council.
      (3)   Deposits. A deposit shall be paid and the unexpended balance returned upon completion of the work.
      (4)   Fees, charges and deposits. The fees, charges and deposits provided for in paragraphs (a)(1) to (3) hereof shall be as set forth in the City’s fee schedule, as amended from time to time by resolution of Council.
   (b)   Sanitary Sewer Connections.
      (1)   Sewer connections. For providing a connection for the building sewer from the property line to the public sanitary sewer trunk or lateral, the actual cost of labor (or contract labor), materials and equipment shall be charged at their respective standard rates, which rates shall be computed to include overhead, all employee costs and charges as applicable. When a subdivider or land developer installs such sewer connection, which shall be in accordance with these Codified Ordinances, then an inspection fee shall be charged. If defects require correction, an additional inspection fee shall be charged for each inspection.
      (2)   Deposits. A deposit shall be paid and the unexpended balance returned upon completion of the work.
      (3)   Fees and deposits. The fees and deposits provided for in paragraphs (b)(1) and (2) hereof shall be as set forth in the City’s fee schedule, as amended from time to time by resolution of Council.
