All storm drainage systems shall, in addition to provisions for normal overland run-off collection, be designed to provide a subsurface connection for basement sump pump discharge of storm water only. Such provision will require supplementation of the conventional drainage system with generally smaller pipe so located as to provide for a direct connection to each lot. All storm sewers shall be designed in accordance with modern engineering practices and shall conform with the requirements of this chapter.
