Plans and specifications for sanitary sewers shall be submitted to the City in quadruplicate. The City shall, after approval by the City Engineer, forward three sets to the Michigan Department of Health with a request for a construction permit. Upon receipt of such permit, construction of sewers may begin, provided that the final plat has been approved by Council, if applicable.
