Council may declare a vacancy in the membership of the four electors who are appointed to the Board of Review as provided in Section 274.01 when any one of them becomes unavailable to perform his or her duties and a quorum cannot be met. Upon determining this vacancy, Council may appoint a new member to complete the unexpired term of the former member and issue the oath of office within the next the days after appointment.
