The Board of Review shall consist of the Mayor and four electors of the City, appointed by the City Council, who meet the qualifications of the City Charter for officers of the City. The term of office for the four appointed members shall be four years, and no appointed member shall serve more than two consecutive terms. One member shall be appointed each year, with the term beginning at 12:00 noon on January 1. Each member shall qualify by taking the constitutional oath of office within ten days after appointment.
