Purchase of related items with multiple invoices from the same vendor for the purpose of circumventing the restraints of this chapter in Sections 246.07 and 246.08 is prohibited. This prohibition includes that no contract or purchase shall be subdivided to avoid the requirements of this chapter, particularly in regard to spending limits, but not limited to those spending restrictions.
