(a) Purchases.
(1) Except as otherwise specifically provided in this chapter, all purchases of and contracts for goods and contractual services shall be based wherever possible on competitive pricing or bids.
(2) Except as otherwise specifically provided in this chapter, Council approval is required for all purchases of and contracts for goods and contractual services when the estimated cost is equal to or greater than fifteen thousand dollars ($15,000).
(3) Items purchased by the City for third party reimbursement are generally exempt from the bidding and request process. Additionally, single-source suppliers and the City are exempt from the competitive bidding and request requirements of this section except that Council must approve items equal to or greater than fifteen thousand dollars ($15,000). The purchasing agent shall obtain price quotes for these items from these suppliers.
(b) Sales. Sale of City personal property equal to or exceeding fifteen thousand dollars ($15,000). Competitive bidding or requests for proposals are required for all sales of personal property of the City that the City desires to dispose of when the estimated value equals or exceeds fifteen thousand dollars ($15,000). Council shall authorize all sales required by this section. Sales of items that were bid must be by formal, written contract to the highest responsible bidder after due notice inviting proposals.
(c) Waiver of Bidding Requirements. Council may waive the requirement of any competitive bidding under Section 246.07
whenever two-thirds of the members of Council agree that the best interest of the City would be better served, including joining with other units of government in cooperative purchase plans.
