No persons shall organize, sponsor or hold any mass gathering unless a permit has been issued to such person by the County Manager under the provisions of this chapter. A permit shall be required for each mass gathering and is not transferable to other persons. Such a permit shall be issued by the County Manager and by a Sanitarian and upon the written report of a Sanitarian, which inspection and report shall be to determine whether the provisions of this chapter have been complied with by the applicant.
