The Director of Public Buildings for the county or his designee and any law enforcement officer who shall observe or have reliable information of a violator of this chapter, shall have authority to issue a citation for a violation of this chapter and to remove any vehicle parked in violation of this chapter. The Director of Public Buildings for the county or his designee and any law enforcement officer shall be and is hereby authorized to declare any vehicle to be a health or safety hazard to persons or property and to declare a vehicle as an abandoned vehicle.
