The County Manager is hereby authorized to promulgate rules for the application to receive permits and determination of what persons shall receive permits. The County Manager or his designee shall issue a permit to an authorized person. The County Manager is hereby authorized to issue permits to each department head for authorized use only. Any person who receives a permit shall return the permit to the department head or the County Manager. The department head shall maintain custody, control, and inventory of the permits. Any unauthorized issuance, possession or use of a permit shall constitute a violation of this chapter. Permits shall not be transferred by the permittee to any other person or vehicle.
