(A) Except as provided in subsection (B) of this section, all persons seeking to engage in noncommercial soliciting or soliciting for charitable purposes shall register with the city clerk no less than fifteen (15) working days prior to the date on which the soliciting is to occur. Said registration shall include:
1. The furnishing of all information required under section 3-2-3 of this chapter.
2. The furnishing of proof of compliance with "an act to regulate solicitation and collection of funds for charitable purposes, providing for violations thereof, and making an appropriation therefor", 225 Illinois Compiled Statutes 460/1 et seq.
(B) All persons engaged in noncommercial solicitation solely for the seeking of support for political, charitable or other causes not involving the solicitation of gifts or other contributions are exempt from any license or registration requirement under section 3-2-2 of this chapter and subsection (A) of this section.
