(A) No person shall engage in the scavenger business within the City without first obtaining a license therefor from the City Clerk. The scavenger business for which such a license is required includes the collection and disposal of garbage, recyclables and compostable material from all premises within the City, whether the activity therein is residential, commercial, manufacturing or other, whether under contract with the City or with the person in control of any premises or under contract with a lessor; however, such license shall not be required for collection and disposal of liquid or other industrial wastes for which specialized equipment or handling is necessary.
(B) For purposes of this Section, scavenger licenses shall be, and are hereby divided, into the following classes:
1. Class "A" licenses, which shall authorize the scavenger to collect garbage, recyclables and compostable materials from all premises within the City. The number of licenses authorized under this classification shall not exceed one in number.
2. Class "B" licenses, which may authorize the scavenger to collect garbage, recyclables and compostable materials from premises within the City, exclusive of single family dwellings and attached single family dwellings as defined in the Comprehensive Zoning Ordinance of the City. The number of licenses authorized under this classification shall not exceed five (5) in number.
(C) The City reserves the right to give the holder of a Class A license a sole and exclusive franchise to provide for the residential collection of refuse, recyclables, landscaping waste and compostable materials for all residential units utilizing curbside pickup within the corporate limits of the City.
(D) The license fee for a scavenger license shall be three hundred dollars ($300.00) per year. (Ord. 0-37-90, 6-18-1990)
