6C-2-7: WATER SERVICE CONSTRUCTION:
   (A)   Installation Of Water Main Prerequisite To Connection: No water service connection may be made unless a water main meeting the requirements of this Chapter has been installed adjacent to the property to be served.
   (B)   Water Service Pipe: All service pipe shall be Type K copper soft tubing and joints shall be flared to fit copper compression type fittings. Diameter of service shall be one inch (1") minimum. Materials other than copper may be used if approval is given by the Plan Commission and the City Engineer.
All service pipes shall be installed with a minimum earth cover of four feet six inches (4'6"). Trench backfill for at least six inches (6") over the top of the service pipe shall be sandy or fine granular material free from large lumps or stones. Within the street right of way, it shall meet and be installed in accordance with the standard requirements of the City. Street surface and base shall be replaced with like material.
   (C)   Location, Installation Of Shut-Off Valve Or Curb Stop: The shut-off valve or curb stop shall be located on the street side of the street right-of-way line and not more than seven and one- half feet (71/2') therefrom, and shall be installed with a valve vault box of design approved by the City.
   (D)   Entrance Of Connections, Extensions Into Buildings: All service connections or extensions shall be laid in streets, alleys or public grounds to the premises so as to enter the building to be served by the most direct route from the main.
   (E)   Reconstruction Of Existing Connection: Where an existing property is served by a water service connection extending past adjacent property, such service connection shall be reconstructed at the expense of the owner of the property served by such service connection to conform to subsection (D) of this Section within one year after the placing in service of a water main adjacent to said property, or, if such main already exists, within one year following the passage of this Chapter.
   (F)   Persons Authorized To Make Connections: All water service connections shall be made by the Public Works Department employees or by contractors approved by the City and supervised by the Public Works Department.
   (G)   Extensions To Adjoining Premises Prohibited: No property owner will be permitted to extend a water service connection or extension across a lot to adjoining premises to avoid an extension of a water main to service his lot.
   (H)   Licensed Plumber To Install Extensions At Owner's Expense: Water service extensions shall be installed by a licensed plumber at the sole expense of the owner of the premises being served.
   (I)   Extension To Be Tested: Each service extension shall be tested prior to backfilling in the presence of a City water inspector and shall show no leakage under full water pressure.
   (J)   Proximity Of Extensions To Sewer Line: No water service or water service extension shall be located closer than ten feet (10') horizontal measurement, to a sanitary sewer line except for the following:
The water service pipe may be placed in the same trench with the building drain provided that the following conditions are met:
      1.   The bottom of the water service pipe, at all points, shall be at least eighteen inches (18") above the top of the drain line at its highest point.
      2.   The water service pipe shall be placed on a solid shelf excavated at one side of the common trench.
      3.   The number of joints in the service pipe shall be kept to a minimum
      4.   The materials and joints of drain and water service pipe shall be installed in such a manner and shall possess the necessary strength and durability to prevent the escape of solids, liquids, and gases, therefrom, under all known adverse conditions such as corrosion, strains due to temperature changes, settlement, vibrations and superimposed loads. The water service pipe shall be cast iron with approved joiners.
   (K)   Fire Protection Lines: Separate services shall be installed for the domestic water system and for fire protection systems. (1978 Code)
   (L)   Private Fire Protection Connections: All private fire protection systems must incorporate a backflow preventor installed in compliance with State and County Health Department regulations at the owner's expense. All private fire protection systems, if not connected to a metered supply must incorporate a flow detection meter approved by the City and at the owner's expense. (Ord. 0-25-82, 7-19-1982)
