The construction, maintenance and repair of all water mains and water service lines within the City shall be under the direction of and subject to the approval of the Supervisor of Public Works whether constructed or maintained by the City, by private firms, individuals or utilities, or by other public agencies and no water supply mains shall be constructed and no mains shall be placed in service that do not meet the construction and design standards of this Chapter. It shall be unlawful to do any of the above work or place any new installation in service without first having obtained a permit therefor from the City and without fully complying with the provisions of this Chapter.
